Federation Security Council

The Council of the United Federation of Planets' Sub-Council on Security, also known as the Federation Security Council is a permanent sub-council of the Federation Council established by the Federation Charter. The sub-council oversees Starfleet, Starfleet Marine Corps, Federation Naval Patrol, military law and policy, the nominations of senior Starfleet officers, and all matters concerning the defense of the Federation and citizens.

There are 15 members of the Security Council, consisting of five veto-wielding permanent members--United Earth, the Confederacy of Vulcan, the Andorian Empire, Alpha Centauri, and United Planets of Tellar--based on the great powers that were the victors of Earth-Romulan War, and 10 elected non-permanent members with two-year terms.

The Security Council's five permanent members have the power to veto any substantive resolution:

 United Planets of Tellar
